The Hazardous Materials Response Technology Assessment by the US Fire Administration/ Federal Emergency Management Agency (USFA/FEMA) states, Ordinary hand tools are usually made of steel, which can cause sparks if struck, scraped, or dropped which can be disastrous in an explosive atmosphere.
